3. Market Positioning: Smaller operators lacking scale advantages face difficult choices—exit, consolidate, or specialise. This is creating a buyer's market for consolidators with capital and operational expertise.

Woodward's characterisation of the sector's sentiment as "resilient and bullish" despite margin strain is telling. It suggests operators view the UK's regulatory complexity as a barrier to entry that ultimately rewards those who invest in compliance capabilities and scale.
