LiGA Summit 2026: Peru's Jonathan Felix on 49 Licensed Operators, Prediction Markets, and LatAm Collaboration

Inaugural LiGA Summit Counts Down to Lima

With just under two months remaining until the inaugural LiGA Summit 2026, the Latin American gaming industry is converging on Lima, Peru, for what promises to be the region's most significant new iGaming event of the year. Operators, regulators, affiliates, suppliers, and technology providers will gather at the El Pardo Lima — A DoubleTree by Hilton Hotel on 17–18 September 2026.

As part of the pre-summit momentum, Eventus International is hosting a LinkedIn Live webinar on 4 August at 11:00 Peru time (18:00 CEST), giving speakers and attendees an early opportunity to examine the key market developments and regulatory trends shaping Peru's gaming sector. Register via the LiGA Summit LinkedIn event.

A major agenda centrepiece is the Prediction Markets Summit Americas 2026, a dedicated half-day stream on 18 September running alongside the main LiGA programme. The stream will host open discussions on prediction markets, forecasting infrastructure, and event-based products within regulated gaming contexts.

Exhibitor Spotlight: Global Business Company de Peru S.A.C.

Among the exhibitors at LiGA Summit's debut edition is Global Business Company de Peru S.A.C., a Lima-based advisory firm with a decade of experience across the LatAm region. The company provides advisory services in business development, investment promotion, and project management spanning the gambling, regulatory, financial services, and value-added services sectors.

Its client roster spans companies from the United States, Europe, and Asia, and its public-sector credentials are substantial. In Colombia, the firm advised COLJUEGOS on the technical and commercial regulation of instant lottery games (Scratch & Win), bingo, and online lottery products. In Peru, it has worked directly with the General Directorate of Casino Games and Slot Machines of MINCETUR on sports betting and online gaming regulation, while also delivering training and coaching programmes. Jonathan Felix: Peru Is Fully Regulated and Ready for Disruption

The company's CEO, Jonathan Felix — international speaker, industry commentator, and experienced executive — will take the stage in Lima. In an exclusive preview ahead of the summit, he offered a candid assessment of Peru's market.

On the state of the Peruvian market, Felix stated:

> "Currently, the Peruvian market is 100% regulated across the entire gambling and games of chance sector. It is a mature and highly competitive market with games that have more than 240 years of history, development, and evolution, such as lottery games. Over the past nearly 20 years, the evolution and growth of sports betting and online games have broken paradigms, driving sector growth and creating an active community of millions of players throughout the country."

On the opportunities and challenges for new operators and investors:

> "Peru is one of the seven attractive markets in the LatAm region, along with Brazil, Mexico, Argentina, Venezuela, Colombia, and Chile. It has friendly laws and regulations that promote investment and the entry of new stakeholders. For this reason, there are currently 49 B2C-licensed companies authorised by MINCETUR to operate sports betting and online games, 4 B2C-licensed companies authorised by the Ministry of Women to operate lottery games, and other companies about to commence operations. There are also over 600 land-based casinos authorised by MINCETUR. The challenge for new operators is to design disruptive business plans that break existing paradigms, open the market for new brands, and gain significant participation in the coming years."

Regulatory Collaboration: Progress, but a Long Way to Go

On cross-border cooperation between regulators and private sector players, Felix emphasised that while there are encouraging signs, structural gaps remain:

> "We see that regulators are starting to move towards greater collaboration and experience sharing in the region, but there is still a long way to go to develop more specific actions like fighting illegal gambling, preventing problem gambling, and constantly adapting according to market evolution and consumer behaviour. B2B and B2C companies are involved in this task — through which valuable experience is gained regarding market evolution, new trends, fraud prevention, and key feedback for regulators regarding illegal gambling and ways to minimise problem gambling."

Advice for International Operators Entering LatAm

For companies considering entry into Latin American markets, Felix offered a structured framework:

> "First, study and analyse each market to identify opportunities for developing new businesses, looking at the stakeholders already operating and their reference profitability. Second, thoroughly review the laws and rules that regulate each market, or their absence. Third, define the business plan and commercial strategy adapted to the reality and opportunities of each market to achieve entry with calculated risks and a medium- to long-term profitability projection."
