Ontario Raises Bar on Player Safeguards
The Ontario Gambling Commission rolled out a sweeping set of new responsible gaming requirements on October 3rd, marking the most significant regulatory shift in the province's iGaming market since licensing began. The measures take immediate effect and apply to all 67 currently licensed operators.
Key requirements include mandatory maximum session durations of 6 hours per calendar day with a 15-minute warning before disconnect, deposit limits capped at CAD 2,000 per week (down from CAD 5,000), and mandatory 72-hour account cooling-off periods before players can reactivate self-excluded accounts.
Technical Compliance Burden
Operators must integrate real-time risk assessment systems that flag high-risk play patterns such as rapid consecutive deposits, extended sessions, or chasing losses. The commission has specified that these systems must be audited by independent testing laboratories and that non-compliance carries fines up to CAD 1 million per violation.
Several major operators including DraftKings Canada, Bet365, and PointsBet confirmed they have 30 days to achieve full compliance. Industry sources indicate the technical lift requires significant backend engineering work, with some operators scrambling to modify their core gaming platforms.
What This Means
The Ontario move signals a clear regulatory direction toward player-first frameworks across Canadian provinces. Similar proposals are already under review in British Columbia and Alberta, suggesting operators should expect a cascade of comparable requirements across the country.
For operators, this creates a compliance cost burden but also a competitive differentiation opportunity—those that embrace responsible gaming credibly gain regulatory goodwill and positive brand reputation. For software vendors and compliance service providers, demand for risk assessment tools and session management solutions is expected to spike significantly.
