Ontario's Regulated iGaming Market Posts Strong Three-Year Growth as Player Protections Praised Internationally

The Alcohol and Gaming Commission of Ontario (AGCO) has released its three-year market performance report, showing that Ontario's regulated online gambling market — launched in April 2022 — continues to strengthen by all key metrics as of early 2026.

Regulated operator gross gaming revenue reached CAD $2.4 billion in 2025, a 28% increase year-over-year, while grey market activity (estimated through internet traffic analysis) declined for the third consecutive year, suggesting effective channelization of demand into the regulated framework.

The report also points to improvements in responsible gambling outcomes, with self-exclusion registrations through iGO (iGaming Ontario) up 31% year-on-year, and problem gambling helpline calls down 8% — a pattern the AGCO attributes to mandatory safer gambling tools including spending controls and session time limits.

Ontario's model has attracted significant international interest, with regulators from Brazil, South Africa, and several US states studying the framework as a potential template for their own market designs.
